No. Although the engine names are similar, the 351 Cleveland (351C), 351M, and 400 CID engines belong to Ford's Cleveland/Modified (335-Series) engine family. They use a different mechanical fuel pump mounting pattern than Windsor engines, so this pump is not compatible.
